As the original post points out there are discrepancies between Post Offices as to how the pricing in proportion template is used.
For your analogy to hold any water you would have to have people "caught" speeding at 28mph in a 30mph zone.

And those businesses screwing the PPI system are hardly going to start disguising their business mail as birthday cards.
Get a grip.
I must admit that I didn't originally have the inclination to trawl through his 1100 words but by "discrepancies between Post Offices as to how the pricing in proportion template is used" I presume the issue is interpretation of "too thick to fit through the (2)5mm slot" which is the wording on my 2005 thick cardboard Royal Mail 'Pricing In Proportion' "Letter Size Guide".
Most Post Offices I know are sensibly cautious and expect a letter to drop through the slot with NO effort for the cheaper rate and charge more for a "tight fit". It's taking a gamble if he "pushes through the 5mm slot using just one finger and a little effort"
I can't find anything on the Royal Mail website but understand that no "effort" is acceptable although it would be helpful if someone working in a Post Office could clarify "the wording of how the staff are trained to deal with mail and the templates".

If he/she took more time to put the correct postage on said item they would not waste 10 times as much time in complaining the customer is not always right!

That seem to be forgetting the fact that when we launched pricing in proportion YEARS AGO we sent out a leaflet to every house in the uk, all houses where sent a size guide and we placed adverts in EVERY national newspaper for weeks before.

Maybe they where out of the country??

Not sure if you are aware but this post goes against Royal Mails own Code Of Conduct so you may wish to change it. Page 29 https://www.myroyalmail.com/sites/defau ... ct2012.pdf" onclick="window.open(this.href);return false;

Anyone who has quoted it may also which to change it - I have flagged the posts concerned.
All due respect..... I've looked at page 29 and can't see anything that I've posted that contravenes whats said on page 29.

Having read the original complaint I find it to be argumentative, threatening, derogatory and a poor attempt to harangue and embarrass Royal Mail into gaining an advantage to which this individual isn't entitled.

"My concern is that Royal Mail carried a correctly addressed Mother`s Day card from Brighton to Birmingham but REFUSED to deliver it the last mile from the sorting office to our home because apparently the postage was 9 pence short, which they notified us by delivering a penalty card to us instead."
I'll back up my Royal Mail colleague and say that if they said it was under paid then it WAS underpaid. Royal Mail quite rightly did refuses to deliver an item that wasn't correctly paid for. Do Amazon or Tesco deliver orders that aren't paid for?

The process which caused them to divert and issue the penalty card caused a delay of at least two additional days which meant the card missed the deadline of Mothering Sunday
If the item was important wouldn't the best thing to have done to check that the postage was correct before sending it?

I was amazed to subsequently learn that, for commercial reasons, the Royal Mail have strict limits on the size of cards which will be delivered using a simple first class stamp
Shocking isn't it! The more it weighs the more it cost to send.... What ever next? You'll be telling me that Royal Mail will be charging more than the cost of a first class stamp to send a card abroad next!
As has already been pointed out.... pricing in proportion was introduced years ago. The envelope s/he used even advised that it was a large letter.

and also amazed to learn that major card retailers sell cards which seem to exceed the allowed dimensions by a very small amount, and therefore risk delay and surcharge.
The utter scoundrels! Will s/he be firing off a haranguing letter to the card manufacturer that the type notifying them was too small or that they must be in league with Royal Mail to enhance profits?

The person who sent the card posted it in good faith using a First Class Stamp in good faith
The point being what? The service being requested wasn't paid for Royal Mail went to considerable extra expense to notify the recipient of the short fall. They could have just returned it to sender as insufficient postage which would have delayed it even more. Moral buy the correct postage for important mail if your unsure Royal Mail via the Post Office offer a FREE checking service.

not only did the Royal Mail deliberately fail to deliver they then sent it, and the contents, to the National Returns Centre in Northern Ireland to be DESTROYED as punishment for not applying the correct postage.
Errrr no they didn't they held the item that wasn't correctly paid for in the callers office and sent the recipient a note alerting them to the fact. If as is the right of the recipient they do not wish to pay correct postage then the item will be returned to sender. This will be done FREE OF CHARGE to both the recipient and sender. The only way it would go to the National Returns Centre is if the sender FAILED to write a return address. How much does Royal Mail charge for sending mail to the NRC or its upkeep or staffing??

From my point of view, this appears to be a stupid and vindictive process because the Royal Mail went to the trouble of delivering
the penalty charge card to our home but refused to deliver the actual card.

I'm sure the complainer does see it as "stupid" who doesn't want to get there services on the cheap. Would the complainer do a £50 shop in Tesco and then offer £45 and complain that the till operater is being "stupid and vindictive" for not accepting it as its only £5??? Don't think so.

Royal Mail are not a stupid organisation and are following a strictly commercial process of intimidating the public into paying additional postage for small low weight items
"Intimidating the public"???? Are you for real????

People who post small letters and cards, in good faith, do not expect them to be deliberately diverted, delayed or destroyed by the Royal Mail so I would appreciate informaion on how the system operates.
How does the system work? You pay the advertised price, Royal Mail deliver your item. You underpay the correct price and Royal Mail doesn't deliver your item..... SIMPLES!!!

Q1.Apparently an Ordinary First Class Stamp only covers delivery of an item that weighs less than 100grams and does not exceed a size of 240mm x 165mm x 5mm, and if any of these parameters are exceeded the Royal Mail may refuse to deliver even at a delayed 2nd Class basis
Errr thats a statement not a question! but it does go to show that you do know the rules!

Q2.Please advise as to the tolerance accuracy of the machine that allows mail to proceed as non-large letter post because obviously there must be a cut-off point. The reply would need to identify, for example, if items weighing 105grams,or of length 245mm etc, would be isolated by the system.
What machine? and if there is a machine who do you think pays for it and the staff to manage it? the 99.9999% of people that post with the correct postage or the £1 surcharge from people that can't be bothered to check? Why should the former subsidise the latter?

Q3.In order to test the quality of service at Post Offices I have prepared....
Oh Lordy!.... I think that this puts into perspective my "Get a Life!" comment.

Q5.Please advise, if a letter is held at the NRC for up to four months and someone has been unable previously to collect from the local sorting office due to illness or holiday, the procedure to be followed to retrieve the letter from Belfast before destruction.
Generally the done thing is to put a return address on the item. I also assume that the person on holiday for 4+ months (lucky swine) or in hospital (not lucky) would make provision for their mail via one of Royal Mails services like a re-direction or Keep Safe thus they can be alerted of any mail that needs to be dealt with.

Q5.Please advise as to when the undelivered items are actually opened to search for a return address, how many staff are employed for this purpose, and how many letters do they deal with on an annual basis, using most recent figures.
As already noted the done thing is to write a return to sender address on the reverse of the envelope so Royal Mail at its own expense can return it to the sender. I have no idea how many staff are employed at NRC but your getting the service for £1 thats right just £1 for the building, the staff the free return to sender service. Gosh what wonderful value I'm sure you'll agree.

Q6.Please advise what is the protocol followed by the NRC for dealing with correctly addressed mail, surcharge not paid, when the contents of the mail are found to include photographs, personal letters, cheques or cash.
I have no idea but I know that Royal Mail will go to extraordinary lengths to reunite people with there items...... did I mention about writing a return address on the rear of the envelope?? Items of value should only be sent via Special Delivery.

Q7.Please advise of the vetting or security process followed to ensure that the staff are of sufficient integrity to open other people`s mail, are they bound by any rules, and how do they deal with letters marked `private and confidential` even when the recipient`s address is valid?
I find your insinuations grossly offensive as would all other Royal Mail employees. Have I mentioned anything about placing a return address on the reverse of the envelope?

Sorry to put you to the trouble of replying to these questions but there is public confusion as to how the Royal Mail can delay, divert, open and destroy correctly addressed mail if it does not meet their Terms and Conditions which do not seem to be generally known nor displayed in public places.
There is no confusion about this with 99.9999% of people just you. All my experience of this is people accept that they've made a mistake and are more careful next time. To you its a small letter and only 9p but to me and 1000's of other postmen/women and Royal Mail employee's its what pays our wages and enables Royal Mail to provide the service to not only you but your neighbour your street, town and every single address in the UK. What if everyone underpaid there postage 10% how long till the service got degraded or stopped?

Time to admit that a mistake was made genuine or not and move on.

Thankyou!

and what would happen if it got out that RM was letting underpaid items through!

But Indio the customer didn't post that on here asking from comments - I posted it as an interesting item. If they had posted it then your comments would have been in context and would probably have been okay.

However if you feel that calling a customer an idiot can be successfully defended at a disciplinary or tribunal then by all means leave the comment as it is, as they say if you are prepared to accept the consequences then free speech is fine. :Very Happy

No longer "most of them are 9p" now, most are 11p = 73p second class Large Letter - 62p first class Letter :Very Happy
Whoops yes you are right sorry, im still getting used to the new prices. They have caused an awful lot of 1p, 2p, and other random amounts. So much that I'm having to use a calculator. Lol

Yep. Yes, this is a business, but one of the first rules of running a business, is keep people coming back. It makes no sense to potentially lose customers and all their income, for the sake of pennies.

I think customers might be more understanding if they were just asked to pay the shortfall, rather than the extra £1 on top, which would be a decent compromise.

But Royal Mail won't lose customers, firstly, because the 'customer' who paid insufficient postage doesn't pay the deficiency and £1 surcharge and, secondly, because no rival business will deliver a card for 53p or 62p. :nana

Unless they decide not to send a card any more.
Or to put it inside the parcel that goes with another courier.
