The inconsistencies are down to how you did the revision and what you wanted out of it. What did you choose as a model week?
Offices that wanted a short delivery span and a predominantly full time workforce will have more lapsing opportunities for a much larger part of the year than an office with a larger percentage of part time staff with a longer delivery span.
I worked in one office where they lapsed 2 duties (as a minimum) all year because when they did the revision they couldn't get enough full time staff to accept VR (surely there was a rush for the door?) so they were left with stranded costs which were clawed back through lapsing.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Not entirely sure on how the last revision was done but the duty spans are 4:45

It'll be interesting to see how that plays out with lapsing in DOs. I wonder if they might have all MC staff on either a 4 day week or a five day week with maybe separate duties for weekends
