Yet they refused to inspect my shoes when I asked them (manager refusing new shoes), said take it up with manager.

Local managers don't have any say with uniform issuing, the authorising of uniform orders is done by a regional or nation manager (can't remember which). Even a uniform order placed by a local manager can get partly or completely refused

Having shoes with half the sole missing you would think qualifies as a health and safety issue. But when you order online, email also gets sent to your Dom,as they too have to authorise the order. Its a stupid rule, where you cant get more than 2 pairs in any one year. Even though they rarely last that long.

Don't wear any shoes RM provide you with. Absolute garbage.
