The Union rep and local management should usually come to an agreement together how leave is picked/allocated. Ours went to disagreement over what RM wanted, its all sorted now.

The system we used this year was everyone chose 3 weeks (in order of preference) in 1 tranche and then the rest of their entitlement a few weeks later. Volunteers moved from oversubscribed weeks and at the moment there are no issues.
