Dingo states it's not been agreed by the CWU - what he should have said is it's not agreed by the CWU - YET.

There's also the statement by him that some are working 70 hours a week but is that really working or just claiming - especially after a further statement that OPGs expect to go home early. :whistle

There are individuals across the UK who regular work above the 70 hour limit. These are not criminals ! These are not big numbers either only 33 in London.

The issue is that when there is a recruitment crisis with some offices running at 25% vacancies managers were pleading with individuals to the work overtime.

No one is saying that these individuals should be capped at 70 hours. However if this leads to quality of service problems or casuals or managers performing OPG work than this needs to be challenged.

In terms of asking individuals not to work all their hours , I have never done this. To the contrary I have said we can't argue for better pay but state we are not prepared to work all the hours.

However we have a problem in these industry right across the UK in that some individuals believe they work for themselves and if they start early or don't take their meal reliefs or don't adhere to delivery methods etc than they will finish early. These individuals are one of the key reasons why Royal Mail want to introduce production control to understand start finish times electrically and obviously performance.

The issue at the heart of this is how they select the offices. Some posters would not be happy saying an offices is more productive if an office handles more PS items , Tracked items or parcels ie the more expensive in terms of being in revenue.
However they seem quite happy to go on the cash that is spent in an office across the year in wages , sick , annual leave , rehabs , SA holiday pay etc. Clearly if you have more full time jobs than your always going to be less efficient than an office with more part time staff. This does not take into account the mail it delivers or the addresses it delivers or whether it is outside of its postcode etc.

No one is arguing the company does not need to improve efficiency , it is the measurement system which is the issue.

We have a 75/25 full time / part time commitment under one plan all the offices with the majority of full time staff are in the 3,4 or 5 catogaries and under the one plans continuous improvement ethos this will reduce full time jobs which will deny many part timers who have ambitions of a full time job an opportunity.

In essence it is the race to the bottom!

The sad thing is they put pressure on reserves who cover their jobs when they are absence and maybe are a reason why there are not more hours in the office.


In terms of people going home early , I don't recal I said I was defending this. However often a OPG is far more productive when he or she thinks they are going to finish early than they are if they are going to work too time. That is the culture of the business.

Royal Mail's mantra of working all paid for hours is a bit of a sham because they don't stop people coming in before their time or having their paid meal relief or even having their full entitlement of annual leave.

Production control is their new idea for real time recording of tasks and individuals but this will also aim to introduce individual performance targets.

Now your last point is the old classic , those who do overtime to survive should sacrifice their need to work extra hours to pay for the cost of living in order to share this to part time contract. In my belief this would simply lead to full time staff retention problems as we saw in the 80, and 90s as without overtime some full timers in the South East of England due to higher rent , housing prices and the higher cost of living cannot afford to live in a flat Royal Mail wage. Part timers should get the opportunity to increase their hours in line with the Agenda for Growth and we have just done a deal in London which will see over 75 part timers getting increases in contracted hours some up to Full time. But the answer is not just stripping SA and overtime off individuals who have performed this overtime for years and have built their lives around it .

So it is easy to have a view from an ivory
No SA for at least a decade in my office, why are the CWU trying to stop it disappearing when it already has a long time ago for many? Why not concentrate on things that affect all members instead?

We already have signing in/out/time back/end of duty sheets, have done for years.

And most people don't go in early because they think they'll finish early, they do it because of the workload. (I'm not one of them but the ones that start early in my office do it for that reason.)

I read some of your posts and it's like your world is 10 years behind mine.

Judging by the amount of posts on here about runners and flyers than you seriously saying thousands of people are coming in early not having their meal reliefs just to work to time ?? If they are that is really disturbing and is part of the problem that some of the so called efficient offices may really not be as efficient as they are using more hours than is recorded by coming in early and not having their meal reliefs.

SA is one of the biggest payments Royal Mail makes and there thousands of contracts in delivery offices with individuals agreeing to work their rest day on SA. SA is part of the national agreement and any office can opt for SA"s instead of say a rest day cover duty. There is nothing wrong in this it is part of the national agreement.

In terms of singing on sheet and signing out and back. Well across the UK it is not a consistent form. As part of the working time directive they want to have the same signing on sheet etc. No problem with this in principle but Royal Mail have agreed that only certain office will feature in the trail.

You ask the question why not concentrate on the things that affect all members instead. Well the union does , it is dealing with pay , pensions , hours etc. However it has to deal with issues such as part time hours , SA payments , revisions etc. Not every issue is relevant to all the members as you suggest for example part time increases in contracts only impact on 10% of the entire workforce yet it is an important issue for these members. The union has to deal with all issues not just say we concentrate on what impacts on all members only.

In terms of my posts sounding 10 years behind yours. Well I visited last year 87 different offices and spoke to members in all. The issue I speak about is representative of them. I assume you work in one delivery office and are giving your experience of that office. It is all relative to our experiences.

I think you have to face facts dingo, your area and experience is not representative of the vast majority of the country.

What you do with that information is entirely your own business but it's hardly surprising members find your position difficult to support.

Fish , for one I was looking for support and two I think your find there are offices from a range of different divisions across the UK in this bracket. Maybe when the full list comes out we can have a discussion again.

Can I ask a few questions here

(1) Are LDO's already categorised? All or some? It states somewhere in the mass of jargon that one of the purposes of this One Plan is to
...further validate the unit's initial categorisation
So on what basis have these initial lists been formed?

(2) I'm still trying to make the quantum leap between the full implementation of this tick box exercise and RM's desire to have longer delivery spans. I cannot see ATM how the 2 things are necessarily linked although nothing would surprise me.

(3) How much input would the workforce (and union) have in this process if the majority of the the assessment is carried out between the DOM and Regional Delivery Manager? Much of this assessment appears possible just by statements backed by documentation or by observation of what is going on.

We were told a couple of days ago that this was going to happen in our LDO very soon. Already the stampede towards full documentation is happening with driving licences requested yet again!

There are many reasons why an office might be in cat 4 or 5, an office in Bolton might be failing for a different reason than an office in London. This category system in itself tells us very little about the office other than it's broken.

What you seem to be looking for is a way to measure office efficiency that doesn't actually measure efficiency but actually measures value of products delivered, that's a real race to the bottom because it favours urban deliveries and makes rurals unsustainable. Any measure of efficiency has to be based around what an office does with the resources available, not whether it delivers more priority items or business mail, you can't cosset your members forever, especially at the expense of others.

Fish I was not supporting the profit per unit I threw it out there that is all. Remember all efficiency measurements are based on averages and there are units above and blow. WIPWH gives you an higher weighting for delivery of say tracked, PS and Parcels and low in terms of D2D and sequenced mail. The problem is that it does not take into account such things as whether you are in your postcode area, the extra stem time it takes , whether you have rehabs , whether you have gas boxes in your DO , whether you have secondary sorting , multi floor working and it does not take into account such things as timed deliveries , collections on delivery , or the new doorstep scan. Additionally it does take in issues which are outside anyones control sick leave for example.

Royal Mail trying to compare offices with this measurement is not a fair reflection of true productivity. Give you an example when News International moved from Wapping the traffic in E1 dropped however what replaced News International was 600 apartments which the delivery OPG had to deliver to but traffic was still down so WIPGH decrease but the office was really more efficient as they had an extra 600 delivery points to deliver too.

Instead of attacking me for pointing out the flaws in how the business is coming up with the categories you should really open up to what the plan hopes to achieve and if all the offices in the UK which have the higher full time ratios are to improve up to the ones in category 1 and 2 with the least than this will mean the race to the bottom for all offices as continuous improvement will also increase 1 and 2 as well.

I my opinion the race to the bottom has been won in over 75% of the offices and area's of the UK why do these small pockets of resistance not negotiate a better deal for all in the next agreement instead of the last one that was so full of hole's and ambiguity. ONLY WITH US ALL WILL WE WIN THIS FIGHT WHICH WE MUST WIN OR BE DAMMED FOR EVERMORE TO A LIFE OF SERVITUDE.

I'm not attacking you dingo, I'm disagreeing with the idea that inefficient, broken offices are something to be proud of when in fact what they do is put all our jobs at risk.

Continuous improvement has been around since before I started and it means as little now as it did then, the only thing that changes is what silly new way royal mail chooses to measure efficiency, this one looks just as complex and pointless as the rest but what can't be denied is that some offices are stuck somewhere around 1975 and this is something we should be looking to address as a trade union.

Perhaps the union should be taking a deeper look at these cat 1 and 2 offices to see if everything really is rosy in the garden. Maybe then we can argue that their measurement system is really flawed rather than concentrate on pleading the case for broken offices to stay broken.

Capturing all hours will be paramount for this to work clocking in and out anyone if you go over you get paid if you finish early you can do more work, Why then would anyone come in before their time and why would anyone cut corners that result in accidents sick leave and cost to the business!
