No, Royal Mail will be considering ALLEGED bullying and harassment. They will be looking at the number of cases the CWU put forward, then working out the percentage compared to number of posties, coming up with a small percentage and then the joint statement will determine that this is not a national coordinated effort by RM Senior Management to make the lives of honest hard working posties as miserable as they can, to reduce manpower and costs to make the company fit for privitisation. I know, I am a synical b.gger but this is not a new game they are playing. I have seen it all before in another large multi national company.

It may not be coordinated but it is a result of cost cutting. Whether the planners could have known this would happen depends on what happened in other companies they implemented the same sort of cost cutting programs.
Most bullying stems from a lack of proper training and a warped version of 'team working'. All staff should be trained by qualified trainers but there are far too many units where staff train each other and there is no standard way of doing things. Training is like 'Chinese whispers', one passes it on to another who passes it on to another etc. Nobody checks if the correct method is being passed on.
Many have seen how training is used to bully individuals who the managers want to get rid of. A person is put on a task during a busy period and trained by a colleague who may be very good at the job but is not a trainer. The colleague is under pressure because if the trainee takes too long, it will mean that the trainer and other colleagues will have to stay behind to catch up on the work to meet a deadline. The trainer and other colleagues in the section all descend on the trainee to tell them their shortcuts and chivvy them along. The result is the trainee gets flustered and confused and can't learn.
This is how managers provoke workers to bully each other. The 'bullies' are too cowardly to work to their time and leave the unfinished work behind or they are indebted to management who have done them various favours such as employing their relatives or letting them have time off as unreported sick.
