The nice thing about staggering the functions/days, is that there is no way managers would be able to cope or keep up, as they would basically have to work 24 hrs a day straight for three days or spread themselves so thin as to be totally ineffective.

The Government will intervene if they do not 'deliver' on the faithful committment to listen to their employees.

This government don't listen to the electorate so they can hardly intervene if RM chose not to listen to their employees. Both parties are probably exchanging notes.
