why does the manager ahve to confirm an order

is it if you try and order the same item in like a few days from previous order

I suppose simply so he knows what is going on: if people could phone and order whatever uniform items they wanted whenever they wanted, without telling anyone, there would be no way of keeping a check on things. In any case, when you phone the order line, they always ask for your manager's name.
