No you have to come in early to prep the election material if you dont prep it . You dont get paid for delivering it. That's true be the incentive is there to up the pace because if you do it's money for nothing. Deliver 800 of them at 3.5p each it's about £30 so about 2 and half hours overtime. I used to work with a lassie who was lightning quick (though nothing close to as quick as me). When her D2Ds came in on a Monday she'd deliver the lot on a Monday. I'd do all the election stuff as soon as I got them. It'll save you bags of time.

As a part timer I've nearly always had someone prep some of my poll cards and election stuff. I claim for it (reluctantly - the whole shambles makes me angry) .

We've Always been told 1) You can claim for Delivering them or 2) You can Claim the Overtime it takes to Prep,and Deliver them ... NOT Both. Personally I think this is BS, and normally Boils Down to how Tight your DOM is with his Budget. 
Although a lot of these problems are our own fault, caused by "Not Working Properly".
It's the same as Households, Political Leaflets, Extra Mail at Christmas .... Come in When you're meant to (Unless they're PAYING you to come in early) Prep a sixth of your Households .... Whatever percentage of your Poll Cards/Political Leaflets you've got to do (sometimes you've 2/3 days to deliver them) ... and then your Usual Mail. Decide once you've Fully Prepped IF you are going to be able to finish "Within your Contracted Hours" ... (Remembering to include a Meal Relief) .... and give the DOM the Good News if you're planning on finishing on time (Known as Using the Over-Running Procedure). 
I personally don't bother claiming for the Poll Cards.
I use Plan B: I'm slightly Better Off (you'll have to do your own sums), and a damn sight less stressed, by simply following the above advice and claiming the Overtime if I do decide to go over. Even then I normally get the DOM to Confirm he'll be paying me the Overtime, or it's revert to Plan A: Use the Over-Running procedure. 
It seems to me that the types of Postie that get so stressed about doing "Anything" extra are those who are constantly trying to carve their Duties Up and Finish Early. The way to look at it is: It's All Royal Mail Work ..... Prep it, and Deliver it in Royal Mail's Time

in our office we got told NOT to count them, DOM said he was going to split the office amount over the office as an average, loads not happy, he wasnt accepting any figures from folk that had counted them

Get the Area CWU Rep involved ASAP. This sounds like a case of Favouring those with less DPs (Probably his mates) or he can't be bothered to do the sums. Either way it's not what is meant to happen

Boxing in is the proper terminology prepping is for the newer generation lol tie up tie down runs or duty's customers or just folk that live on your run.it might be regional though who knows
