Started on a 24hr contract 3 months ago. Haven't worked less than 36hrs from day one can I ask for a fulltime contract after 6 months?

That is normal for a part timer, what 'should' happen is a review every 6 months (don't know the actual months cause I know that's the next question) where part timers hrs 'duties' are looked at if needed hrs will be put in to 'the office'.
IE A duty will be made full time due to the fact it has had full time hrs added to it regularly.

Then the duty will go up for signing where the most senior in the office who wants it can sign for it.
The chance of 'you' getting a full time job at the mo is very slim due to your seniority.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.

What happens to the duty holder, then?

The four pillars agreement states. (Pending a yes vote.)

8. Resourcing In Line with Current Agreements
"In respect of part- time workers the following will apply with immediate effect."
Several paragraphs then list the intentions in regard increasing additional hours for part -time workers.

"All adjustments in this regard must be consistent with current agreements...
To ensure a consistent nationwide structure to the six month review process as detailed in our current agreements, it is agreed that all units will conduct these reviews in March and September each year."

New full time starters (like we ever get any new full time starters anyway) will be paid for 35 hours work (part time pay) but will receive any bonuses etc as if they were full time(100% pro rata). When the old full time posties eventually get down to 35 hours the hourly rate increases with each reduction of hours so in effect the new starter will receive the same pay of the old full timers.

I wonder how the pro rata payments for current part time staff will be calculated though. Will their percentage be calculated from the old full timers hours or the new full timers hours? e.g. 19 hour contract would be 50% pro rata of 38 hour week (fulltime from October 2018) but is 54.2% of 35 hours.....£100 Christmas bonus for full time would be either £50 or £54.28 part time.

30 minute MR for anyone working between 5-7 hour attendance pattern. You have been getting shafted, and if that has been the case for a long time, could add up to hundreds of pounds out of your pocket/ free work given to Royal Mail.

I've not seen a single 20 hour part-time contract adjusted to full-time.

Realistically will this happen?

Yes. according to this extract from the frontline manager briefing pack.

5.
PART-TIME COLLEAGUES
An increase in hourly rate of pay in October 2018 and 2019 to reflect the shorter working
week of full-time colleagues. This is in addition to the pay award for all eligible colleagues.

We will honour our agreements regarding part-time colleagues:

•• Part-time colleagues’ contracted hours will be jointly reviewed every March and
September. Where appropriate, increased contracted hours will be offered to reflect
the hours actually worked and planned.

•• Temporary increases in contracted hours to be offered to part-time colleagues to
manage seasonal variations or peaks in demand.

"Where appropriate, increased contracted hours will be offered to reflect the hours actually worked and planned." (Now where have I seen that written before?)

In our DO the union rep has chased up initial part time contracts for posties to turn them into full time quite a few times. It has always been negotiated for the actual postie though and not the actual duty. Seniority did not factor into the situation and no signing was required.
