Maybe put the spare one in the glove box in case you need it. To be honest it's a simple thing to take a spare PDA out on collection in case you drop and smash the first one. The only time it won't help is if you lose it out on collection because you would still be logged into it and would not be able to log into the second one with your own login details. Having said that if you work in a CDV pairing you probably know your partners login details by now so you could use his login details as a one off.
If it runs out of power or breaks whilst you're logged in you'll also not be able to login a second one and if one has trouble with getting a signal chances are the second will also have trouble

And that's the official line? Is that secure when emptying a TSO or whatever?

Is what secure when emptying a TSO? The PDA in the glove box? If your allowed to leave a small amount of mail in the front of your van for a maximum of 10 mins then I would think a PDA stored in a glove box out of sight is safe for a few minutes. If you dont want to risk that then put the spare PDA in a tray in the rear of the van.
