It is like most things trying to predict inflation levels 2 years off. It was the union who put the clause in and of course the union who will ensure it is paid. But lets be clear that with of com demanding efficiency levels in Royal Mail the business is concerned at announcing the 2.8% pay rise and also what that will do the share price.
Dingo, the clause is there, the union you say asked for that to be put in. RM are quite within their rights to say, sorry, inflation is down we can't pay this. Then what?
But the business are not say that ! It has been factored into all their budgets etc. I think your find that if they try and hold it back it will be on efficiency levels not inflation.
The real pressure Royal Mail are under is that they need to do efficiency revisions in units. If they decided to not pay the pay rise then how many revisions would they get agreed ?
Cameron stated last week that employers should give their workers a big pay-rise. Let's see if this happens. Also for any CWU negotiators that attend the meetings with RM management. Re-negotiate the shorter working week also. We were looking for a 35 hour week years ago. Time to shorten our hours again. If we have to do collections and deliver to neighbours then the maximum delivery span should be 4 hours NOT 5.

If it was the union who put it in and I don't doubt you I think that was pure greed and stupidity. 2.8 % was a great deal..
