Ok so I tryed to give him a overtime form today and he refused to accept it then tried to give me the old ones back refusing to pay so I didn't accept them.
Can he do this?

As long as the overtime was authorised, no he can,t and he would be acting not only outside of Royal Mail agreements, but also outside of employment law.

if you turn this the over way and claimed overtime without doing it it would be classed as fraud.
so send a written letter to the managers concerned then potocopy the letters and send them to your area rep.
also you should keep a copy.
put down the times and dates of the overtime when performed and what office,explain if you do not receive your
overtime payment that you will be taking further action.always leave the pressure on your managers to make a decision.
