I agree, but don't like "set in their ways" as an excuse. We've all been set in our ways, but some have broke them.
All these union letters and promises of benefits are as already described - carrots and turnips. Simply used to get people to pick up the pace and show what they can do at full steam. Then of course it's "If you can do it one day, you can do it every day. Here, have some more lapsing."
