Re: whoops ?
I did a police driving course in 1995 and back then it was 10% + 3 before you would be issued with a fine. As I say that was a few years ago now and as far as I remember was Scotland only.

A1) There are different speed limits for cars, vans, HGVs and towing vehicles on different types of roads and you must not drive faster than the speed limit for the road and your type of vehicle.
Details of the national speed limits can be viewed here.
It should be noted that local councils may set their own speed limits in areas where there is a particular need. For example, there could be a 20 mph zone in a built-up area near a school or a 50 mph (rather than 60 mph) speed limit on a stretch of road with sharp bends. Local limits must be clearly signed.

A2) This is the information given on the Crown Prosecution website:-
The Association of Chief Police Officers (ACPO) has issued speed enforcement guidance policy guidance which suggests that enforcement will normally occur when a driver exceeds the speed limit by a particular margin. This is normally 10 per cent over the speed limit plus 2 mph. It also sets guidelines for when it would not be appropriate to issue a Fixed Penalty Notice but to issue a summons instead (see below). Note that these are guidelines and that a police officer hs discretion to act outside of them providing he acts fairly, consistently and proportionately.
Speed limit: 20 mph
ACPO charging threshold: 24 mph
Summons: 35 mph
Speed limit: 30 mph
ACPO charging threshold: 35 mph
Summons: 50 mph
Speed limit: 40 mph
ACPO charging threshold: 46 mph
Summons: 66 mph
Speed limit: 50 mph
ACPO charging threshold: 57 mph
Summons: 76 mph
Speed limit: 60 mph
ACPO charging threshold: 68 mph
Summons: 86 mph
Speed limit: 70 mph
ACPO charging threshold: 79 mph
Summons: 96 mph

A3) The National Speed Awareness Scheme allows Chief Constables to allow offenders who admit the offence of speeding an opportunity to attend a speed awareness course on the effects and dangers of speeding as an alternative to prosecution.
The thresholds under which the Scheme operates have been laid down by the Association of Chief Police Officers. The thresholds are:-
Speed limit ACPO bottom level Speed awareness level not Summons after
threshold (10% + 2) more than (10% +6)
20 25 Nil 35
30 35 39 50
40 46 50 66
50 57 61 76
60 68 72 86
70 79 83 96
It should be noted that speed awareness courses are run by individual forces. The above guidelines are for individual forces to consider and it is permissible for them to have some minor variations on the guidelines. It is for each constabulary to invite the person in question onto the course as an alternative of going to court. Offenders cannot invite themselves onto a course.

Re: whoops ?
I was done for doing 33, 34 and 35 in a 30. I was invited to do the speed awareness course each time, but of course, you can only do one course in any three years, so I did one course and got 2x6 points and 2x£60 fines.
