Did you actually bother reading it? Or if you did you obviously don't understand. If you're going to try and wind somebody up, at least read what they have written, understand what is being said, and make a clever/cutting remark. It's the same all over, they will redo, recount, and press on until they get the answer they want, only then will they pursue a revision going in. One that will achieve the aims they have set out, i.e. cutting costs, and one will not go in unless/until this is the case.
As a side note, whenever my boss has threatened to test me, which he is more than welcome to do, he is only ever available on a light day.
