if it was "fair" competition then RM could refuse DSA and these other companies would then be obliged to get it delivered themselves. For the regulator to force RM to be a slave to these DSA companies seems corrupt.

The argument runs thus:
We have had several centuries to set up our network.
Our monopoly is a bad thing for consumers.
It would be unrealistic to expect a competitor to set up a parallel network overnight so in order to facilitate this, we would give them access to our pipeline until such time as they could develop their own.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Which they never will while they can cherry pick and feed the fat cats in charge of these companies.
Always be one step ahead, play their game but be wiser. Revenge is sweet.
