Its amazing how we can go from total oposition to "Good Idea Boss" in just a few short months. Its almost as if the CWU were seeking a position on the RM board of directors....Mmmmm

WCM is just royalmails way of bringing in individual working standards and pointing the finger at anyone they can when anything goes wrong all part of the bigger picture of getting people out of the door for nothing it could work if used properly but we know it wont be we know that given the chance managers will lie and cheat about people they dont like for whatever reason and abuse there positions we see this all the time.Im very unhappy with this agreement as i feel it opens the door to all the above mentioned

2 Except, rewrite paragraph 2 to read:

2. National Agreements and World Class Mail

It is reaffirmed that World Class Mail initiatives will be developed and implemented in a way that is consistent with current national agreements. This is particularly relevant in the following key areas:

2.1 Impact on employees of changes to the number of duties, duty times and attendances, earnings opportunities, terms and conditions of service, ways of working:

Issues arising from a World Class Mail initiative which impact on any of the above will be addressed through the consultation and negotiation approach outlined in the Industrial Relations Framework,

2.2 Introduction of new equipment, automation and technology and alterations to existing equipment.

The development and deployment of all new equipment and alterations to automation and technology will continue to be in line with the National Generic Trial and Deployment Framework and all other current nationally agreed procedures.

2.3 National Database of World Class Mail initiatives

The nature of World Class Mail is such that good practice identified in one office may be relevant elsewhere and a national database exists to assist this process

Royal Mail and CWU will regularly review the database and resolve any potential issues in line with this agreement prior to roll out of any new equipment, alterations or initiatives to other units



Local reps will be involved in discussion on the deployment of good practice in their unit. Any issues arising from this will be addressed using the consultation and negotiation approach outlined in the Industrial Relations Framework.

3 Except that in Para 2.2 the Change Request Process is mentioned specifically after National Generic Trial and Deployment Framework.

4 Add 2.4

Changes arising from 2.1 to 2.3 will not be introduced until agreement has been reached locally, using existing procedures including IR Framework and the RM/CWU Health and Safety Consultative document.

5 Insert new paragraph 3.4 on Appendix B

The CWU will align a rep to each WCM pillar, their role will be to interface with their managerial equivalent and communicate with their relevant CWU colleagues of any pending WCM activity and ensure the IR Framework is properly utilised.

A joint meeting or at least a discussion on each pillar should take place once a week – this meeting / discussion is both parties opportunity to info share and work any issues through. This pillar engagement will encourage transparency, aid proper communications on any WCM initiatives and avoid a climate of ‘surprises’.

Change original paragraph 3.4 to 3.5

After the word grade in Paragraph 4.5, insert the words “and such activities are performed on their own shift and on a voluntary basis”.

Para 6 - Delete all. after ''Reward and World Class Mail '' insert - ''WCM is fundamentally an initiative to increase productivity and therefore deliver savings to the company.

Any savings due to a WCM initiative will be accurately recorded. A minimum of 50% will be banked and used to part fund any future productivity scheme.''

The terms of this agreement will be regularly reviewed by the national parties to ensure its spirit and content are delivered in practise. These reviews will also provide the opportunity to identify improvements and any appropriate changes to the overall programme. These talks will be reported back to the membership on a regular basis. If major progress has not been made by the 31st January 2013 on all outstanding issues relating to WCM in all functions then the issue of WCM will be brought back to a Policy Forum to be held by no later than June 2013 for a decision by the membership on our next steps.

9 Except that the review process shall contain a robust reporting and monitoring mechanism between Branches, Divisions and HQ to ensure compliance with all aspects of the agreement, and to assist in any review.

10 Except that:

The terminology used within WCM be revised to be more inclusive, and open.

The reliance on acronyms and other phrases; e.g. “Kaizan” and “5W+1H”, has been found to be confusing to lay members, leading to WCM appearing as the exclusive domain of management and selected individuals, leading to the exclusion of many members and activists.

The use of simple and plain English would make WCM more understandable and less distant to all.
Leicestershire Amal



11 Add at end

That each member will receive a letter direct to their home address which explains the procedure for reporting accidents and the individual’s right to have all accidents put in the accident book. The letter will include the definition of an accident and the telephone number to report the accident to the DWP.

Whoa - 50% will be put aside to fund any future productivity scheme?...............................shades of christmas past - I recall a similar 50/50 split for reward and we got precisely FA. Lets forget about savings and percentage productivity rewards. Rather lets get back to negotiating reward on the cost of living. RM have just had an enormous hike in the cost of postal services but I don't see any of it coming our way - after all we are the engine and profit should be shared - not hoarded for the privateers.

Royal Mail has the right to ignore 1 to 11 an run WCM as they see fit. After all they don't respect any agreement with the CWU and they know that the CWU leadership won't do anything about it anyway

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Has it been updated lately, does anyone have a link to the newest version?
