This has happened at our place as well. Phone call comes back saying put it as a grievance and its not b&h. Seems to me that rm have a problem with b&h but want to brush it under the carpet. What chance we got when every other wtl is about b&h but when we put one in especially against management its downgraded to a grievance.

at least he will have some idea why the greivance was chucked out during the appeal as well
