'After your shifts' suggests it's end of day and these guys are NOT driving under the influence??? If you noticed this on a Friday or Saturday afternoon you might be seeing people getting ready for the weekend. While it's not acceptable to use drugs at work personally I would be sympathetic if it were only an occasional occurance and the work is not being effected. TBH I can't tell if you are complaining about the drug use or your collegues behaviour? If their behaviour is making you feel uncomfortable keep complaining about it to the manager. Be relentless they will get the idea.
The Police won't be interested in speculation and don't have the resources to investigate minor crime like this. Even if they are driving home it would be impossible to pull someone over to prove they are on drugs unless they are driving erratically or acting under the influence at the roadside. If they are working relatively normally at the office it is unlikely they will show signs of influence at the roadside so it would be a waste of time for the Police. So your best bet would be a confidential call to an area manager they would stamp it out in no time with some quiet words.
