That's not doing the job properly, that's causing us all to have to meet standards because RM know full well a lot of staff aren't pulling their weight.

Really. Well let's analyse the situation shall we?
1) Early starters:
Start early, finish early, and therefore have time to complete if there's too much to deliver in the time allowed.
As we're all supposed to work to our time, then it also means that you're putting extra hours in for free. And if you're not being made to work to your time, then your Manager is in breach of current agreements. :no no

2) Car users:
If you're in a car, you can carry multiple bags, instead of collecting them as you go around.
Cars move faster than people (should be obvious) so you get to the start of your Delivery faster than using a bus/bike/HCT.
You can return to your office faster, so you've got more time to do your deliveries.

If you do the job properly. Then no matter how hard you work. You'll never match an early starter, or car user. Unless of course you cut corners with H&S. And even then, I doubt you could do it. Therefore, your DOM will see you as less productive (which of course is true), but won't take into account your lack of resources. :d'oh!
