one thing to make clear,long and shorts have no bearing on your delivery span,it only affects your indoor workload.
in essence they've tried to react to fluctuations of mail over the course of the week,or put simply take 30 mins off one day and shove it somewhere else,joined up thinking.
otherwise,too many issues to go into,you really need to speak to your rep,and find out what's been agreed locally.

We work (full time staff) a five day out of six rolling rota, moving on one day each week to give a long weekend every 6 weeks. The days are longs and shorts 2x7, 2x8 and 2x9 in each week - over the six week cycle we end up with a 40 hour average. We are still on job and finish so if you finish early (which only happens for the cheats), you go home and if you go over you book overtime. We have to advise if we are going to go over before leaving the office and whilst there is usually a low key disagreement about it it isn't a problem if you insist as there is never enough staff for cutoffs.

Our managers, unlike many I hear, are sensible and not unreasonable people, and consequently get a lot of cooperation - and we get paid for what we do.

firstly,i havn't a clue why you would agree to this long and shorts rubbish in the first place
your start time is your start time.i wouldnt come in at just any time
was this forced on you?
i do after twice having my start time changed

7.45-1.45 every day.anything over i might do if i feel like it

all i can assume is that you ,who do long and shorts either havnt been geo routed or the programmer was feeling very genorous.
only one round in our office can be completed anywhere near on time even on a tuesday.for us part timers

it might work for the full timers but they would never do it and they would still end up on overtime on wednesday,thurdays and fridays

isnt the flexing volantary?
