I am with Tman on this.

1. The OP unless it directly affects you (your mail or you getting flack for it) I would not worry about it. You've done just about all you can and spoken to him and if he does not wish to accept good advice then more fool him.

2. At my DO the DOM gets a report on how much and which walks have had mail like TMan describes so it won't be long before he gets caught.

3. Apparently what happens is that the machines through the process described above reject any mail that has been processed before and its passed on to the collections manager who send them with a report to the DOM. Also if the local guys on collections notice that a bundle of mail has been pouched off that will be flagged as well. Another tell tale sign even if the machines don't recognise them as double processed it will stand out like a sore thumb at some point in the system that a certain section of a delivery has more mail than usual and if there has been a bulk mailing it stands out even more.

In the end he will be caught and if he is really unlucky he could be charged with a criminal offence namely "Delay of Mail"

The problem for this guy is that he has not attempted delivery on the items he is pouching off, I think he is cutting off without instructions and just returning the undelivered items without endorsement. Very shaky grounds for his job security if he is doing what I think he is doing - I hope he is the Union as they would be able to guide him and help him tackle the underlying problem of bad or bullying management.

On missorts we are told to go back and deliver "if time permits". Our manager lets us use common sense so hopefully they would not expect you to trek back from the end of a duty back to the beginning for 1 MS3 letter asking them if they need home insurance. :Very Happy

In the rare occasions I return a missort sort I endorse it as such.

You can pouch of any endorsed letters that you were unable to deliver, such as "Dog Loose", "Gate Locked", "No reply", "Boarded Up", "Temporary No Access", "Miss Sort (Not on delivery duty)". There are plenty of reasons why delivery can not be made and as long as the letter is endorsed correctly I can't see any problems occurring.

but what if a letter is posted to an incorrect address and that person duly places it in the postbox?, surely IB wouldnt be involved unless its logged as a mass amount if mail?, also what if some1 puts a letter back with return to sender etc, would this also be flagged?

No a mis delivered item would usually be a low number 1 or 2 so that would be recorded but probably not flagged to IB. Same with the RTS's I pouch them back if residents give them to me, apparently we are not meant to accept them but I do.
