They have to report all failures and the reason why to their Area Manager and probably further up the chain.
Royal Mail then has to report to the regulator on a statutory and regular basis how many failures and the reasons behind them.
However AFAIUI, the report to the regulator is not a daily report and is only a statistical report not a full explanation. The regulator then uses these figures to decide whether RM should be fined or not as has happened in the past.

Our managers lie so much when reporting a failure they even get the guy in the cage to change what is put on the report if it's going to drop them in the kwag.When i came in after my day off the mail had been left in drop bags and on the top so i marked it all and then boxed it up gave it to my manager asked him to sort it out as it had been left from the day before,i then carried on with that days mail when i found the stuff again i took it back to my manager and said good try but i had marked it and i had no intentions of doing work from the day before and gave it back.Never saw it again.

RM plc can cite 'operational reasons' for not delivering mail so there is no 'wilful delay' in such a situation even tho we know that is EXACTLY what is involved. i.e. managers intentionally leaving it in situ for u to do next day.
