Don't know if one office can access the relevant stuff on PSP for another office, but if they can, why can't RM in the scenario of the OP have the DO send the sheets to the local MC resource unit? Ok they might get done a little late but at least they'd get done

He is off this week and on annual leave next week.
Two weeks without any overtime being paid especially in a cost of living crisis can not be right just because he won’t give up the computer password.

They can't, an agreement was reached recently to sort out access issues in our office. Basically, a manager went sick and the other was locked out of their pay system. Lots of people unhappy as they didn't receive their overtime.
