A family friend runs a nursery and orders lateral flow for 10 staff who all test daily and she also gives them to families if a child shows symptoms so maybe households getting multiple packs do something similar.

Whilst the case mentioned is clearly taking the Micky, it's not always the case tbf. I've long ranted about people having tons delivered being selfish then ordered some myself. The wife and I ordered a box each, so government system however kept saying non available basically. We did this for a few days until it let us order some. Skip forward a day or two and 8 boxes dropped through out door; we'd only ordered one each. The system had obviously ordered one each time, despite telling us they couldn't have any. They had duplicate tracking numbers even. So it ain't always the customers fault tbf.
