Postcomm defending the grand strategy is hardly a surprise, their existence depends on it.
The fact is, that all their talk will not change the inevitible outcome of the liberalisation of the mail market and that is a threatened or destroyed USO.
What a fiasco! They still want USO, but they have provided no provisions for it to be payed for. Continued cost cutting will eventually impact USO. With no natural market rivals delivering USO, there are no benchmarks with which to set postal delivery workers' conditions and pay, so instead their idea has been to fudge it through with the rest of mail market, which has no such regulations and restrictions to adhere to.
The outcome is simple.
RM will continue to attack pay and conditions of postal workers to save money. At some time we will reach a tipping point where all the half decent people have gone, or don't care about the job anymore. USO will then be in shambles.
It will then take vast amounts of money from the government to restore USO, or deliberalising the delivery sector of RM, both of which are illegal under European law.
Maybe they are hoping that by then, nobody will care about USO, and so it won't matter.
