Certain workers at our office are sneaking I with the driver at 3am and doing unpaid work. This is great for the management. But is this allowed or even legal regarding health and safety
Is it allowed? Well, its frowned upon and anyone working before or after their shift should be getting paid. All you can do is explain, in a non-aggressive manner, why it's better if they didn't go in early.
As to H&S. There are many threads on here, especially from the early days, and unfortunately, the general take is that H&S has no little to no bearing on it. Something to do with "Public Liability" or "Vicarious Liability"

You can ask for a complete new revision as the hours are being taken out the office and affect the workload for the day
Your rep should also be asking for unpaid hours to be put into workload and request more full time staff as the hours are obviously needed
And your right about your own workload people doing it for free puts extra work onto yourself prob meaning your out the door earlier with more time on delivery
Hope the ones starting early are not finishing early either

Royal Mail as an employer still has a duty of care with its employees and those not employed by the business. Saying that if you contributed to any personal injury through negligence any claim faces up to a 25% reduction with any financial award.

A few years back our rep complained to Dom about early unpaid starters because it was having us to do more lapsing. he put a stop to it but soon changed when lapsing started getting left in and early starters & runners were back doing what they do

Incorrect. No com is going to speak to Bob and say please stop giving me free work in the morning, they love it. We should all be politely pointing out to these people that starting early for free affects everyone. It makes us who start on time look slow, potentially stops part timers being made to full time, and if enough posties do it they will inevitably come to cut hours out the office. It’s selfish and there is no good reason for doing it. If you worked in Asda you wouldnt start stacking shelves 40 mins early so why people do it here I just can’t get my head round it.

Generally start an hour early, finish an hour early, the working duration is the same.
