I’ve come across a manager that banks hours from staff who come back early if they would like to go home, is this allowed?

No they can’t do that. He’s trying it on to see if he can squeeze a few extra hours out of people none the wiser. Scumbag move, tbh.

If you 'agree' to go home and your hrs are 'banked' then that is down to you.
You don't have to do it.
If a manager suggests it-tell 'it' you'll sit on your frame and swing your legs till it's home time.

They can't 'bank' your hours.
They're perfectly entitled to ask you to do any other work you could be reasonably expected to do that might need done up until your finishing time. Put door to doors into fittings, take out some undelivered packets or mail, even route up packets for LAT or DPR drivers if your office is a 'hub'. Anything that an OPG can be asked to do (and trained/shown if necessary).

The fact that you're still in a position to finish early to have banking hours even mentioned is something of a luxury in itself.
Honestly I don't have a problem with RM doing this where it presents itself, on the other hand work until time, go slower or help out the office when you get back.
