DODR Misreporting

Just wondered how many offices around the country are falsely reporting failures on a daily basis ?

e.g. 14 deliveries having failures on them, and only 6 being reported on DODR Route Report ?

It's a nationwide scam. The same route might be left in the office for 4 days but it'll only be reported on the DODR for one day, a different route is clicked for the next day. 94% of first class next day? Be lucky if it's actually 85%
