Obviously there's a lot of hearsay/smoke and mirrors going on but, if I've got it right...

Our PIC, who used to be DOM but is now a COM will remain on DOM wages for 2 to 3 years due to some employment law and the other COMs who used to be linos are now paid a bit more and are issued with a nice shiny Surface Pro to make them feel all special and important and efficient.

Judging by the inaugural week of this cost cutting, monumental Cock up and the rising levels of stress amongst said COMs , the bribes don't seem to be enough...one COM in particular is often seen walking around in a bewildered, bad tempered stupor whilst clutching their Surface Pro to their chest and muttering continously about 'it's my budget now, it's my budget.'
