How to get RM's policy on dog attacks/stopping mail

Long story short
Asked manager to send dog letter for 3 months about a dog and customer on my round.
Took them 3 month to send it. Day after customer got letter, they let dog out and said “thanks for the letter”
Laughing as her dog bite me several times. Police called done nothing. Mail was stopped. Since ten the dog has been unattended in the street and went for me again. Been threatened off customer. Royal Mail have reinstated her mail. And union have agreed to deliver as customer has put baby gate up in her hall way. Customer is in flats and leaves her dog in the street. No gates or fences in street and dog will come from field and attack without warring.

Refuse to deliver the street until something is done. Also insist the police act.

Done all of this
Union say I have to deliver or leave my round (which is meant to be ringfenced for my medial condition)
Union are happy she’s put a baby gate in her hallway, despite the dog sleeping behind the front door which is down a flight of stairs. She lets her dog out unattended but union say it’s fine as she has a baby gate in the flat

I rang police again today someone was meant to ring me back. 6th time Iv been told this now.

What part of the union is telling you to deliver the street when there is a real risk of a dog attack - local rep? If so, escalate it to your branch.

Easier said then done when it comes from behind without warning and you have a bundle of mail and a parcel and pda in other.

We had similar situation few years back. Cant remember exact details but im pretty sure you are well within your right to bring the street back if you feel its unsafe to deliver. If you can get evidence by taking photo/video of the dog out even better. Also maybe leave that particular street to last, pain in ass i know but your safety is paramount even if Royal Mail think its not.
