union rep and deputy rep

just wanted to know if a union rep and a deputy union rep have the same say on different issues?
or is it the union rep that has the last say?

In my time as cwu rep, there were times that we had difference of opinion but once proposals were put to members we both agreed. ie there was common ground between us.

Office Reps and their Sub Rep would normally act in accordance with what has been agreed or instructed by the Branch Committee.
