Moving on from...Royal Mail & CWU National Joint Statement Avoiding Delay (Commit to Deliver) and Reporting Standards

Pipeline Improvement Manager Delivery

When there is a delivery route that is not 100 % completed, we need to report via our Delivery Office Daily Report System (DODR) as this forms part of our reporting commitments on the Universal Service Obligation (USO).

Reporting Managers are required to count delivery points using the correct process which is made clear in the document accessed by this link. If you have any doubts on the correct process use the link.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

Is there a way to find out if our DIM reports Failed walks/ Part failed walks? Only asking, as on Friday, when we had snow up here, we were told to take out ALL mail for both walks, and if we could not complete in time and did not want to book O/T, we were to bring it back. We bought back the whole second duty, BUT when we got back to the office, all the managers had vanished into thin air, then on Saturday, was told to deliver the walk that failed the day before and to fail (uso) the other walk.

So does this mean that delivering just the tracked and of course specials would mean the full duty was a failure ?
If that's the case then are there consequences or doesn't it matter, does anyone care apart from the people who don't receive their mail, I've no idea anymore.

That method of counting failed delivery points makes no sense. How can it count as a failure when there's nothing to fail?

Was just thinking this. By that logic every property that doesn’t have an item on any given day is a failure, when there was nothing to complete to begin with. Maybe I’m interpreting it incorrectly but it seems nonsensical like most things. Suppose it makes Royal Mail look worse, which is no bad thing nowadays. Too long have they been fiddling the numbers and lying to higher ups about the state of play, causing the footsoldiers to be shafted because they have an inaccurate idea of reality based on their “reporting”.
You never know, if they start having to tell the truth otherwise big fines from OFCom, they might have to spend some of their £600m profit on a few new staff. :Boo hoo!

How do OFCOM actually measure service standards and adherence to the USO (for the purpose of imposing any fines for failure to meet the USO and delivery targets)? Do they to some extent rely on Royal Mail's own figures for partial or full walk failures, or is there some other measure independent of Royal Mail's own beancounters, to avoid any under counting on the part of RM?

And as for the targets for first and second class post arriving within the deadlines for delivery, do they use test items to see how long they take to go through the system, or "mystery shoppers" - memmbers of the public who report how long certain items of post take to arrive?

I was wondering that. If a few people cover some loops on a duty but the first and last loop are left, does it mean the whole duty is recorded as failing?

It is pretty irrelevant anyway. Despite OFCOM deciding there will be no (or little) change to the USO, RM have absolutely no intention of taking any notice of it - the CWU are either fully behind that, or are stunningly naive, if they cannot see what is going on.

It does make some sense because the 20 houses were not going to get any mail that day regardless of what was in the frame, so if there was 5 calls or all 20 none of them was going to get a delivery.

RM will just make delivery staff take absolutely everything out no matter what % of it actually has a chance of being delivered

The manager has until 7am the day after to record anything that may have been brought back after yesterdays delivery.
If this actually is adhered to is another matter.
If you come on the Royal Mail service list manager will come under scrutiny and if it stays on service list it may get a visit from a member of taskforce team. Managers DO NOT like taskforce team as they will scrutinise everything about how office runs.

Also to check the failures recorded you can use the RM screen in your DO and look for the remote/ keyboard and press ‘+’ button which will give you a breakdown of office failures / complaints / trimble compliance / SD failures and more for previous day

Using that logic you should be counting the amount of failed letters not the houses.

Well the figures Simon will get will be meaningless and contradictory:

DOM reports all frames cleared (for his brownie points), then later same frame had 100 failed delivery points
Everything will be OK in the end, If it's not OK, then its not the end.
