Learned During 2021 Structural Revisions

Dear Simon
The commitment to undertake structural revisions was a key part of the Pathway to Change
Agreement. During 2021, Royal Mail completed 332 structural revisions over six months. This
was an ambitious but necessary deployment plan in order to rebalance as much workload in our
delivery units as possible.

In November, Royal Mail and CWU committed to reviewing the revisions so far, to see where we
could make improvements for future activity.

That review is now complete and the joint statement, including actions to be taken, can be read
in full at the link above
. It details the areas where improvements could be made and the actions we need to
take.

In summary, the report identifies the following opportunities:
• Improve all current engagement and communication arrangements and ensure face to face
training is in place
• Ensure base data is correct prior to moving revision activity forward and conduct a review of
the Unit Readiness Check document
• Take steps to address issues with the sequence order on the RM2000 frame post
deployment.
• Improve engagement regarding improvements to a unit's floor plan and spare needs [to
account for the change in the mail mix and parcel growth]
• Better manage and minimise the level of change at the design stage
• Improve the engagement material at the early part of the revision process in order to explain
in more detail the possible impact of all the operational changes combined.
Improve how we share proposed new routes and walk reviews
• Conduct a further study to ensure Georoute planning values are up to date
• Refresh aspects of local governance and sign-off
• Give more focus to units' absence/vacancy position at the start of the revision process and
ensure there are plans in place to facilitate a successful deployment
• These changes will support units in achieving their Weighted Items Per Work Hour targets in
line with the Pathway to Change Agreement

Work is ongoing to review the actions and how best to seek to start to incorporate these into a
revised revision process. As meetings, reviews and the Post Implementation Reviews coi ue,
any additional learning and actions will continue to be captured.

We would like to thank the CWU for their constructive contribution to this review and their
ongoing support to refine and improve our revisions activity.

Having a quick look through the 'joint' statement-, and trying not to state the fecking obvious-It was just a massive rush and f**k up.
Both sides are full of s**t with the coal face workers feeling the brunt.

And they want this s**t yearly!

I am not sure it was particularly rushed.
Our rep had months of release before the clusterfuck descended upon us.
The arrogance of those above us was astonishing.

And then they didn't understand why we were disillusioned by the whole process and didn't feel inclined to engage with them once the enormity of their incompetence became apparent.

This is just the same stuff that is always spouted on these occasions. Unless you explain how this will be achieved when offices already don't have the time to complete walks and meet USO. Unless there real and enforceable penalties on DOM's when it doesn't happen it will be routinely ignored. Its boring to see this kind of stuff regurgitated every time. There is a big difference between knowing what needs to be done and knowing how to do it.

Both sides are big on the what and absent on the how.

Blah blah blah, blah, blah blah blah.

As soon as I see "improve engagement" it tells me all I need to know. There is no "engagement" because RM have a pre-set agenda and are not interested in anything that says otherwise - that is usually the people who do the job, who can tell them what does and doesn't work.

Meanwhile the CWU tick everything off with joint statements and the like. Everyone is so busy mentioning how many revisions were done in such a short time and not interested in the fact revisions often didn't work.

Pointless waste of time on both sides as every single mistake will be made again. RM are right, CWU back them up and the people who do the job will be ignored again and again.

Given the joint statement basically says every single part of the process was botched or flawed or rushed (or a combination in most cases), how on earth would anyone with any shred of integrity be able to say that - implying as it does that 'things went pretty well, considering, and next time will be just super. But of course Simon won't admit that he's at fault for pushing them through even when alarms were ringing at all levels just so he could deliver 'good news' to the shareholders.

Bring back Back! At least he was honest in his contempt.

Opportunities! So not their failure to listen and adjust, by involving those affected in discussion on how best to implement any changes, so reducing the stress, disruption and alienation of those who will be hit hardest by the changes.
Everything will be OK in the end, If it's not OK, then its not the end.

Team! I went out on delivery last week, which was a real treat for me and a great insight into the challenges that our super delivery officers encounter on a day to day basis. I'm pleased to report that a large number of opportunities were identified following my completion of the duty:

Insufficient attention was sometimes paid to precise location when delivering mail. This resulted in a dynamic challenge for recipients, but did allow them opportunity to speak to their neighbours.
It was often the case that the correct street had not been identified prior to commencing delivery of a loop. Again, this provided opportunities for recipients to range further afield if they wished.
over 30% of mail and parcels were returned to the office without delivery being attempted. This was due to the peculiar nature of time, as experienced by objects above the quantum level, whereby it proved unexpectedly inflexible - and indeed remorseless in its relentless progression. It's dark by 5 - who knew?

So with nearly 35% of mail delivered to within two houses of its intended recipient, and with the bulk of the remainder delivered at least somewhere on the duty, I think we can all agree this was a tremendous success of which I can be very proud.

And next time, with learning from the opportunities that the great DO team identified subsequent to my leaving the office, I'm certain I can do even better!

we have implemented c1,000 DPR (Dedicated Parcel Routes) - as part of the last revision process - if you feel your office needs one - speak to the DOM and the local REP….

the office I left was told it would get parcel drivers in the revision. And given that pre revision they had about 150-250 items every day from the hct rounds etc in one postcode alone they needed parcel routes.

What happened in the revision? No parcel routes

same at our office when the questioned was asked are we having parcel drivers ? , managers answer was NO as the COMPANY DONT FIND IT VIABLE to have parcel drivers now :crazy: , so bullshit comes to mind .
