Purchase of Annual Leave doesn't work

Hi guys
Anyone to know why doesn't work Purchase of Annual Leave in my Bundle+? I try to apply for an extra holiday but I can't because is inactive. I spoke with my manager and he always told me some different dates when will be active to apply. Somebody to know how I can apply or maybe I should call HR support?

I tried to amend my POAL through psp via my manager this week system update taking place at the moment cut off for any amendments is 28 Feb.
