I have applied through success factors website for a position in an office near to my house and I got the offer and accepted.
Now I have been told the managers has to agree when the will release me from my current office.
I am worried because of Christmas period my manager will stall my transfer until the Christmas will pass.
Does he have the right?

Your manager can't stall it. He doesn't have to agree your release date.
In fact it has got sod all to do with him.
