Buy downs ?
Do they still happen and what would the criteria be? If dropping from FT to 30hrs of your own accord, are you entitled to a pay out ?

Depends on how much management want / need to reduce Office hours.
If this can NOT be done by people leaving the business then they will offer incentives (£s)for people to reduce their hours.
Otherwise you can request reduction of hours and receive no buy down payment.
You could also speak to management and ask for a temporary reduction of hours( Get this in writing on terms you are happy with )
The management may refuse your request so make sure you have a good reason.
If Royal Mail do away with Saturday letter deliveries there will be excess staff and that would be a good the time to negotiate.
But that may never happen.

Management have heard about this and asked me if it’s true and I said I was thinking about it.
They seemed quite keen to know
Are management legally obliged to mention buy-down if they know someone is interested in reducing their hours or are they allowed to keep quiet and hope if I do, they will save money?

You can't willy nilly buy down, it usually has to be part of a revision.
