advice on being moved off your duty

hello
if two people are signed to a duty then a rural driver goes sick or has leave,and someone has to cover it
does length of service decide who gets moved?
does seniority still count?

Hi, this happens to me a lot also, what usually happens in my place is he picks someone who will not give 2 much of a fight about being moved. Also they seem to pick just what makes it easy for them, i,e, if a walk man knows rurals they will more than likely to be moved. There are people in my office who know duties and are never moved to cover them. Now with this flexi thing they can move us where they like i think! :arrrghhh
