ringfenced and pay protected duties

in the forthcoming resign we were told complete office resign
but now obviously not due to above
the argument is the professional (ha ha)drivers duties are ringfenced due to higher pay rates that are protected
same applies to css machine operators they are out of resign as well
and phg etc as well
surely its the persons pay thats protected and not the duty
how can a person improve themselves if most of the duties outwith walking and rural are off limits
is this not discriminatary

I suppose it could be seen as discriminatory, but Royal Mail has a business reason which would trump it.

Looking at it from a business position if those duties were up for repick and someone else selected it, then Royal Mail would be paying twice, the pay protection of the person kicked from the duty, and the person who took the duty. if that was countrywide, it would eat into the profits and affect the share price.
