Weve just been told by our Dom that anybody who is owed hours cannot book them as leave as the man plan cant accommodate them.They will have to be paid for the hours owed.Also you cant select to have book a days holiday on next years A/L and if you have a wedding or want a specific day you must book the whole week.What an absolute joke of a company.

Does your DOM not know that resourcing/ annual leave etc is done on PSP and has been for a few years now

So much wrong here...
Of course you should be able to book carried over leave, the idea the plan can't accommodate is rubbish.
You can't be paid for outstanding leave.
You can book individual days.
Useless DOM.

If he is suggesting paying you for untaken leave. If so does he know employment Law - going by what you have posted I would say no.

Getting paid instead of taking holidays
The only time someone can get paid in place of taking statutory leave (known as ‘payment in lieu’) is when they leave their job. Employers must pay for untaken statutory leave, even if the worker is dismissed for gross misconduct.
If an employer offers more than 5.6 weeks’ annual leave, they can agree separate arrangements for the extra leave.
