What can PDA actuals be used for?

So what can PDA actuals be used for? so far we've had the following.

You have to lapse because PDA data shows for the past 14 months it was achievable.
If you are slower then in the past and that is shown on the PDA that is classed as wilful delay.
Certain duties have in the past show outdoor opportunities and may have work added.
Agreed overtime being refused/changed based on PDA data.
People can still ghost overtime as long as the PDA shows they have work till contracted time.
Trimble (!!) can be used as a tool to track Postman on the day instead of the PDA
Apparently this has all been agreed with the union. Culture change my arse.

PDA actuals can not be used for most of what you have stated. The actuals can not be used in any conduct issues.
The actuals can be analysed to assess where there may be opportunity's to lapse.
Everybody works at different paces so to be told you ‘have to’ lapse is wrong. All you have to do is work your paid hours.
Ghost overtime is very wrong and should be highlighted up the chain as this is not good practise.

How can anyone possibly compare? You'd have to have exactly the same letters and exactly the same packets for exactly the same houses, youd have to leave at exactly the same time and van checks would have to take exactly the same time to do. The traffic would have to be exactly the same, as would the weather and the same customers would have have the same conversations with you. .

I think the lack of van sharing may have contributed towards the fact that people are rushing around more than ever. I know of a couple of people that cycle out to duty and are done on avarage 2hrs before time a day. There is those that take their cars out that do not need to come back to the office that are also finishing upto 1hr early a day.
These people will be slowing down next week when van sharing is back so they don't get told to go back out with more stuff.

Mine were used to tell me I'd had 16 seperate breaks on delivery. I was on a driving job and never take the pda out of the van unless I have specials or tracked. They're too heavy when you don't use a bag.
