can I be referred to agreement which stipulates whether a persons seniority within a re-sign situation is from the original start date with Royal Mail (then left the business for over a year) or when they re-joined the business again after leaving and coming back?

I don't know where to find the agreement but I do know that if you leave the company and then come back you lose the earlier service for seniority purposes. The earlier service can be used to calculate leave entitlement but can't be used for a repick. If someone takes a year sabbatical say then they haven't technically left the company but their year off is deducted from their service.

Way Forward
13.6 All service within an appropriate grade, whether on permanent or temporary basis, will count for seniority purposes, with the exception of any periods worked on a casual contract, or during a career break or sabbatical. Unpaid leave will count provided there is no break in contact. Service after age 60 will continue to count. However service must be continuous for seniority purposes, with periods prior to any break in contract (due to re-employment, for example) not generally included, unless there are exceptional circumstances applying to particular cases that are agreed at local level.

I think there's an argument on both sides..
It shouldn't really be classed as seniority anymore because that's an archaic term that suggests a superiority that's quite frankly laughable in some cases, it's actually length of service and if you think of it in those terms someone who's done two 10 year stints has obviously done 20 years service for the company and should probably be classed exactly the same as someone who's done 20 years unbroken service, anything else is just daft.

However rules is rules etc and it has to be unbroken..

It's in the annual leave appendix of the Way Forward Agreement from waayy back then but it's still relevant.

I think it's even in that pink leaflet thingy we give to new starts.

4. ANNUAL LEAVE

All periods of service on a temporary or permanent contract (with periods of casual service included only if they run continuously into a temporary or permanent contract), except for those on unpaid leave, SPPR, or with HM Forces exceeding 15 days, will count towards calculating leave due. Previous periods of PO service may be counted for this purpose.

For part-years worked, or where the entitlement changes mid-year, the entitlement will be calculated pro-rata to the proportion(s) of the year worked, rounded to the nearest half day.
