You can't report him for demanding you do absorption.
But you can put in a grievance about his behaviour, shouting, inappropriate etc. https://www.cwu.org/wp-content/uploads/ ... Policy.pdf
I only mention this because what he instructed you to do is okay, but the way he did it can be open to a grievance. The Union should be able to help.

If you shouted back to him would he leave it at that or would he/she look at bringing attention to it with their own recourse of action. First point is be in the union second is see your rep and if it keeps happening is put in a grievance but keep records of it all and push it if nothing changes!

Absorption/lapsing 'should' only be done where time permits in duty hrs and where it DOES NOT AFFECT the USO.

Lapsing is such a weird and pointless thing. Causes huge arguements within an office and half the people rightly don’t take it anyway. And for what? To save 5/6 hours outdoor time which usually gets done on overtime anyway as some days nobody takes it. Surely it would be easier to just fully staff an office every day.

If he says do it then do it, but tell him you’ll be bringing some of your duty back as you won’t be able to complete.

They tell you everything has to be measured and everything has to be super efficient and driven by data and the work plan is king and then you have lapsing, the most inefficient and haphazard shambles of a way to resource anything where most of the available time is lost in 14 vans all travelling to the same area to criss cross each other in a way that even has the customers standing at their gates scratching their heads.
