Why does delay of mail override our contracted finish time?

Why does not delivering mail taken out override our contracted finish time?

Are we not within our rights to just bring the undelivered post back and finish at our contracted finish time. I understand if you phone up a manager before a certain time and say you are going to be bringing mail back then that's all fine and within the processes....

But say it's getting later in the round and we have realised we have misjudged the amount of mail we took out, or maybe the traffic is bad and has slowed you down, or whatever.... can we not just bring it back, turn up back at the depot 5 minutes before our finish time and say to our managers we could not get all the mail done and have bought X amount of post back.

Surely if we are contracted to finish at a time then that's the time we finish at if we so wish..... if we bring mail back at our finish time then so be it, that should be the manager's problem - right?

I don’t think it’s to much to ask to give a manager prior notice that you will be failing Mail . There’s nobody stopping us finishing on time but it’s not unreasonable to give him the opportunity to get that work covered to avoid failure.

It doesn't seem to officially but Mngmnt don't seem to like reprting failures. It might mean them having to work over their time maybe and/or getting in trouble.

When the B&H starts up again (atm we're just bringing it back and no questions) it'l be interesting to see what, if any reprtoing standards are emplaced.

~ After commencement of delivery Where an employee is prevented from completing their delivery for any reason, it is essential that this is reported immediately, either by returning to the office or by phone. A written record will bekept. All employees should be informed of the local authorised arrangements in writing.

~ Daily Reporting Requirements via DODR USO: • Complete the Route Report at the end of the day (by 15:00) to confirm any USO failures. • Any amendments to that report should be made before 07:00 hrs the following day Workplan: • Complete the EODR (End of Day Report) by 15:00 to confirm any workplan failures and complete the other workplan questions for the unit

~ USO Requirements 1. All mail which is prepped for delivery must then be delivered for USO to be met 2. Any delivery route, which is less than 100% complete must be accurately reported as a USO failure via Delivery Office Daily Reporting (DODR)

This includes:
• Failure to deliver any mail defined as prepped, or failure to fully complete a delivery route (e.g. due to cutting-off, sick absence, road closure, dog at large). This should be reported as a USO failure unless the affected address is already classified as a USO exception

• Any incomplete loop(s) on an individual route constitutes one part walk failure against that route, part loop failures must not be rolled up and reported as a single full walk failure

• If parcels are taken out on delivery but returned without having had delivery attempted, then these must be reported as part route failure(s)

• Items returned that could not be delivered due to Controlled Entry must be correctly handled in accordance with the Controlled Entry Systems Operational Specification • Follow the agreed USO Exceptions process to address issues relating to our inability t....

It does need sorting-out with clear definitions and standards since I'll bet my wages that this issue is the contact-point for 99% of Mngmnt bullying & harassment and a good deal of operational stress.

Managers aren’t reporting the failures! They’re hiding them so they don’t get a bollocking from above and/or loss their bonus!

My issue with this has always been the disgusting reaction you usually get if you dare to phone and say youre cutting off, and then you get it again in person when you get back.

It might be a bit more than just a bollocking.

If data capture has previously been manipulatable and obfuscated utilising B&H on the Shopfloor but is recently being surplanted by unmanipulatable electronic data capture then there may be trouble ahead.
