Will the introduction of scanning in & out put a stop to the people finishing 2 hours before their actual finishing time, because this is a massive injustice that occurrs on a daily basis at my delivery office. :arrrghhh .

No.

The scope of the scanning system appears to be limited to replacing some outdated paperwork so why would it?

We've had this very same data available for years with the PDA actuals and management have failed to do anything about is so why would this be any different?

To change something it's not enough to have the means to do it, you also need the motivation. Management will mostly ignore early finishes as they always have unless you happen to need to cut off for some reason. Then they'll remind you that you finished 20 minutes early one Tuesday in March.

There will of course be three stages to this.

Stage one : It's the most important thing in the world that you don't sign out early.
Stage two : It's kind of important that you don't sign out more than half an hour early.
Stage three : Nobody gives two f***s what time you sign out.

So true. And the gap in time between stage one and 3 will be approximately 12 days.
The only way to stop the free time early starters and early finishers is to have a clocking in system with a physical barbed wire door which won’t open unless they are trying to get in/out the building on their correct times. Obviously this will never happen.

So if you have to scan in and out and your late or leave early, surely your pay could be docked? Or are they not allowed?
I work at a Mail centre and people finish early regularly so will we have to wait til clocking out time

This is merely opinion/conjecture, but I expect the eventual reality of this will be flexibility. Want full time pay every week? Then do your full hours over five days.
Going home early on an easy day will result in you having to do extra at some point in that week, which is slightly preferable to paying you the hours you actually worked.

I think you're probably right.
At the moment it's an intelligence gathering exercise.
If the figures look in their favour it's banking hours.
Yes it's Saturday and of course you can go home early but next week you're due us an hour so you and a couple of your mates can cover that duty on Monday on top of your own to make up.

I bet there's at least 50 people in our office who go straight home or work from home. With so many exits I'm not sure how it would even work at my office, what if I just forget to scan out?

Same applies as above.
Only if it suits them.
If bringing people back to the office means people start dragging their feet and the amount of work getting done decreases they'll drop the idea pretty quickly.
This overall thought process applies to everything in deliveries, even the good ideas.

There are so many legitimate reasons for a 4.5hr duty taking 5hrs that even if you could come up with an individual performance standard that the union could agree to you could never make it stick.
By dragging their feet I'm not talking about people taking the piss, I'm talking about people with no motivation just doing the bare minimum and following all the rules to the letter.

Unfortunately I imagine RM will let us hang ourselves with this. The early birds,corner cutters & break dodgers will continue to rush around & finish early,then,at the next revision,multiple hours will be taken out of the office...& the best rep in the land won’t be able to do a damned thing about it!

For a start people would just return to office for a pee half way through delivery- not a damn thing they could do about it, so that takes out potentially half an hour there and back on a lot of duties.
Read each letter at doorstep, very easily add another half hour.
So thats a good hour out of a 4/5 hour delivery.
I honestly think RM dont have a clue about how much time we save them by not doing job to the letter.
Might just have sit on back of van for 2 minutes after each loop- x8 loops thats another quarter of an hour. They would be plain foolish to start bringing people back to sign out.
