USO going

Post by OverHere »

Just been told by DOM that a message has gone out saying OFCOM has finished its review and they agree Royal Mail can’t keep delivering 6 days a week.

What Ofcom actually said is here: https://www.ofcom.org.uk/about-ofcom/la ... igital-age

The crucial bit is:

"We found that the current six-day-a-week letter delivery requirement meets the needs of 98% of residential users and 97% of small and medium-sized businesses (SMEs) in the UK. Reducing this to five days a week, but leaving all other elements of the service unchanged, would still meet the needs of 97% of these users.

This suggests that reducing letter deliveries five days a week would still reflect postal users’ reasonable needs. It would potentially allow Royal Mail to make savings of around £125m-£225m per year."

Note that this just means Ofcom probably wouldn't oppose a 5 day USO, but any change to the USO would still have to get through parliament, and of course RM would have to want to do it (which in fairness they well might).

we all knew this was going to happen and its just a matter of time now , its an easy way to reduce head count which is what the company wanted and there only way to save money and line there pockets and make it look as thought they are worth there over inflated salarys and bonuses and share holders profits , im surprised the share price hasnt reacted to this news ? , but it would be nice to hear summat off Terry to how our dispute is going :left: , or are we now the silent union :thumbdown

The company will sell a pay rise, a lump sum of maybe £500 or so and 'no Saturday delivery' and we'll buy it in our droves (egged on by the union declaring another 'deal of the century').

In practice this won't necessarily mean 'no Saturday delivery' as parcels are almost certain to go to Saturday plus Sunday ('industry standard'), and weekday walks will probably get about 20% bigger too as even more 'efficiency' is demanded.
Also the possibility of One Class of Letter offering a Two Day Service ie Post Monday , Deliver Wednesday
Interestingly, Ofcom found that although most senders and recipients wouldn't be bothered by that, it wouldn't save much - if any - money, so that may not happen.

Segragation costs time & money ,
Go for One Class of item , Next Day Delivery in the MC Collection / Delivery Area , Day after the rest
A high percentage of items are for Local Delivery

Yes, that's what I'd have thought and what I expected might have been likely to happen. Ofcom's assessment though, as I say, is that it might not save much at all and might in fact cause a fall in revenue.

Items for local delivery are still going to be sent to hubs under any new system, so next day delivery won't happen for 'local' items as a routine

It's possible that rationalising the parcels structure (just ditch recorded and replace it with tracked, for instance) might be more likely.

Most mail posted seems to be for outside of the area. Meter mail seems to be virtually all for the same area as when posted. Stamped seems to vary though on the whole seems to be going outside the area. Apart from Tracked and SDs (which again are mostly going to places outside the area) it's just DSA which RM AFAIK has no say as to when it gets handed to RM. I think a 3 day delivery span is more likely for letters and flats

Sunday delivery is far from industry standard. Apart from amazon the premium you pay for a Sunday delivery makes it something not many people bother with. Royal mail's head if parcels in the courier said that Sunday deliveries weren't financially worthwhile not so long ago but suppose with parcels going mental that might have changed now. If royal mail deliver on Sundays I bet it will be at a premium and only to certain areas not to the rural areas that probably make a loss when delivered to anyway.

Think back to when we had the 'trial' of packet only Saturdays.
6 weeks of some getting every Saturday off, and the rest were lucky to get 1 off in that time.
Going forward, it's pretty obvious who will be working Mon-Fri and who will be landed with the Saturday/Sunday shifts with a Tuesday off, so I'd hope the union have pushed for a weekend supplement.

For DOs maybe most doing Mon-Fri with their current hours split over 5 days instead of 6, so possibly longer outdoors. A few LAT duties for each office (LAT will eventually reach a point where most DOs will need a couple of LAT duties) and some doing parcels, Tracked and SDs Saturday and maybe Tracked only on Sunday
