Since the beginning of the crisis our DOM has consistently reiterated that if we have signed for items that fit through the letter box our policy is to print the recipient name on PDA and write XPI as the signature and post the item through. Yesterday a less experienced colleague asked me what she should do with a citation from the court which stated that if unable to deliver ie obtain a signature then it should be returned immediately to the sender. I had my own thoughts on what I would do which most of you can probably guess but I didn't want her to get into trouble so I told her to ask the DOM. He once again said that policy was to continue to do as he had already stated. I don't believe this is correct procedure, can anyone clarify please?

Your DOM doesn't understand the correct process for "signed for" items.
The item is to be handed over.
If no answer follow the 739 procedure. (or if necessary RTS)
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

id hand it to the occupier and ask if they are willing to except it.if its put through they could say they never got it and not bother to go to court etc.

Not what our DOM told us last week. DO NOT POST signature items through letterbox, if no one is in to except the letter/parcel then P793 and return to the office. Yes I know we effectively are signing for items at the moment with XP1 but the person who PAYED for the item still expects the recipient to physically except the item.

Doesnt matter what anyone says, the procedure has always been the same except we mark XP1 on the PDA after entering the NAME OF THE PERSON ACCEPTING THE ITEM.

Knock / ring
If no answer, P739 unless its a citation thats to be returned immediately. I wouldnt try a neighbour with a citation.

Under no circumstance are u allowed to post / safeplace anything that needs a signature.

Thanks for everyone's replies. To be honest I suspected that my DOM was wrong but the thing is he's not a stupid guy. My suspicion is that it saves so much time not having to knock on doors then wait for an answer then go through the XPI procedure that with the increase in volume of signed for items it cuts down on o/t if you simply do it yourself and post through the letter box if you can. Plus 99% of his team are happy to do as he says with no questions asked as it suits them as well. He might get caught out eventually but no recourse so far.

It isn't to be handed over at all. It has to be left on doorstep and then you retreat to a distance of 2m.

No item should be being handed over since that cannot be done at a distance 2m.
