Lapsing rules?

Is Lapsing agreed locally or is the agreement national? Everyone is being told (its not open to discussion) to tale lapsing every day, my duty is failing every day as im told to do lapsing first, some days half of my round is failing but lapsing still has to be done, i have questioned the logic but im not getting through. Our rep is a so lazy and useless and only sorts his mates out and is best mates with the area rep and spends all his time drinking coffee with the managers. Any advice please would be great,I have been a member for 30 years and have never felt so let down by our Union.

There is only one rule. If You have time to deliver it take it. If not You don’t.

You tell Your manager You will not be able to complete Your delivery and lapsing within Your time. It’s then up to Him.

You have a start and finish time , what you do during that is up to them. What you do before and after is up to you. If they want the lapsing going first , do that and cut off on 'your' round.

That’s exactly what happens, lapsing first then fail my own delivery , but i am being made to take the absorption even though I have no time to do it (there is always someone on here who says if you don't have time you don't have to take it) so why is that not the same everywhere?

Some is local agreements others it is management direction either way just do your hours bring it back. I never felt guilty just because a manager under staffs the office to get a bonus for him or her self!

If you're instructed to do lapsing, then do it and leave even more of your own duty in.

We've been doing this for years, this is how stupid the whole lapsing thing is, management are as thick as s**t.

And the worrying thing is, they think this is a good idea???? you wouldn't run your own business like this would you?

So just to clear this up there is only one rule “if you don't have time you don't do it”, unless you are instructed to and then you have to take it anyway, I think I understand.

You 'should' not be lapsing if you have to cut off, if you are, which is failing the USO it 'should' be stopped immediately.

To jointly identify genuine opportunities where it will be possible to absorb workload including any travelling time within the scheduled duty time and not take people past their scheduled finish time.

Part of the original regularly ignored Pay and Mod agreement.

Incredible how many different ways this gets interpreted (considering we are a union). A typical day at our office would be to take lapsing and “filter” your letters out to complete on time. Other times you would be asked to take just the Tracked/SDs on one rural and packets/Tacked/SDs on a 2nd rural delivery but with 2 lots of lapsing. There is no pressure to complete as long as Lapsing is done and tracked and specials are achieved. Despite delivery failures all the time they are looking to build in lapsing into the round permanently for some reason, strange times.
