No. 365/20
9th July 2020
Dear Colleagues,
Scale Payment Delivery Offices (SPDO) Relocations – CWU Proposed Closures/Relocations
You will be aware that the Outdoor Department has been in dialogue with Royal Mail for some time now regarding the SPDO estate and potential SPDO closures/relocations.
Due to the recent funding and IR issues that existed both as a consequence of the previous CEOs stance and the Covid-19 implications, additional proposed SPDO closures/relocations have not been pursued during this period, apart from the SPDOs where notice of Royal Mail withdrawal has been served on the Postmaster.
However, as funding for Postmaster’s compensation packages has now been secured for further relocations this financial year and as the Covid-19 restrictions are slowly being relaxed, Royal Mail are now looking to re-engage discussions at local level, which had previously been raised. Additionally, the Outdoor Department has now been supplied a further list of SPDOs that the business is looking at, to commence local discussions regarding closures and relocations of indoor operations.
Due to the commercial sensitivity of some of these discussions, we are unable to replicate the individually named SPDOs. As a consequence of this, Mike Newport who is dealing with SPDO matters on behalf of the Outdoor department, will be, or already has contacted the respective Area Delivery Rep or Branch where SPDOs appear on this new list of potential closures / relocations.
Royal Mail has also indicated that where the CWU may want management to consider additional proposed SPDO relocations, that the names of these SPDOs should be brought forward in order for this dialogue to commence accordingly and in line with the Nationally agreed process.
Given the above, we are advising Branches that if you want Royal Mail to consider additional SPDO relocations / closures proposed by the Branch, that names of these SPDOs should be forwarded to Mike Newport, who will then supply the information to Royal Mail. Mike can be contacted on 07884 454547 or mike.newport@cwuessex.org;
Any queries to the content of the above please contact the Outdoor Department reference 535.17, email address: outdoorsecretary@cwu.org.
Yours sincerely,
Mark Baulch
CWU Assistant Secretary

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

The daily grind of having to argue your case with an intellectual pigmy of a line manager is physically and emotionally draining.

Mostly tiny backwater delivery offices in the middle of nowhere usually in the back room of a village post office, three or four guys living in 1982 who get a flying visit from a DOM once a fortnight.2yearpostie wrote:SPDO???

I was sent to work at an SPDO once and the prep frame I was told to work on was balanced on the top of a washing machine.Woody Guthrie wrote:Mostly tiny backwater delivery offices in the middle of nowhere usually in the back room of a village post office, three or four guys living in 1982 who get a flying visit from a DOM once a fortnight.2yearpostie wrote:SPDO???

Our SPDO is on the list of closures and we've been told to expect it within the next 2/3 months.
Does anybody have an idea of any agreement for the move?
Will we get any sort of payment? Will we be able to claim travelling expenses as the DO we will be moving to is about 20 miles round trip per day from our current SPDO? How will they expect us to travel back to/from our walks to start delivery if still only 1 person per van?
Any info would be appreciated. Thanks.

Once you've moved will you get treated as one office or 2 offices? If it's as 1 office then in theory anyone in the combined office could probably sign for your walksstoneybroke wrote:Our SPDO is on the list of closures and we've been told to expect it within the next 2/3 months.

Yes, there are certain expenses and relocation monies that you would be entitled to, I am sure we have some kind of info on here about it but I can't find it at the mo.stoneybroke wrote:Our SPDO is on the list of closures and we've been told to expect it within the next 2/3 months.

Your rep/area rep would know about it. Think it lasts for x amount of years possibly 3.

Not sure if we'll be treated as one office or seperate. Not really had any other info other than we were warned about 6 months ago that this was on the cards at some point, but been told recently that they're hoping to push the move through in next couple of months. Hoping that the managers and union will pay us a visit to explain the logistics of how it's going to work.

As Branches will be aware activity is taking place with regard to proposed SPDO Closures, both POL driven and other factors.
Branches will also be aware that Mike Newport, Essex Amal and formerly the Co-Coordinator of the Outdoor Department SPDO Group, has been working on this project with Royal Mail for some time now on behalf of the outdoor department, by assisting branches and local reps alike. This is a reminder that if you do receive any proposals to relocate or close SPDOs, please can you contact Mike in order to provide the support and assistance necessary in this regard.
Mike’s e-mail address is as follows:

FYI
Mileage is normally paid at public transport rates for three years. If your new office is 20 miles away you will be paid the difference between the mileage to your new office minus the mileage you currently travel from home to work. I believe you have the choice of weekly payments or a lump sum.
Before you move ensure that you bring to the attention of your manager that your working day will be extended by the additional travel time, eg 20 miles may mean 25 to 30 mins extra. Your manager will probably say he will sort it out when you have settled in to your new office, best to sort it out first.
If your new office has not enough parking space, retention of vans overnight is possible.
Be careful with your holiday rota, Spdo's usually have more flexibility than larger offices, don't give this up easily.
Your new manager may take the opportunity to put back your starting time.! Just because he can...
Also pay attention to the set up in the new office, the manager may set your frames in the farthest corner of the office to ensure as little as possible disruption to existing staff. You will eventually get a little annoyed if you have the worst set up in the office or you are the last to get out of the office because your van is blocked in.
Finally good luck the lads in the new office will soon come to welcome and accept you.
